Monitoring and Assistance Mechanisms for Preventing Returning to Poverty:A Review and Prospect
Following the victory in the fight against poverty,it is crucial to consolidate and expand the achievements and promptly establish and improve monitoring and assistance mechanisms to prevent poverty return in a timely manner,which represents a significant aspect of further optimizing the poverty governance system in the new development stage.This paper reviews the existing literature from five perspectives:monitoring mechanisms, types of return-to-poverty risks,warning mechanisms,assistance paths,and research methods.It is found that the research content changes from"poverty reduction"to"return-to-poverty prevention";the research object changes from"family"to"region";the effectiveness of assistance measures shifts to the simulation and optimization of poverty prevention assistance paths.Additionally,the paper proposes the use of machine learning to explore the impact of macro factors on preventing large-scale returning to poverty in areas that have been lifted out of poverty.
