Mechanism and Measures of Promoting Concerted Efforts to Improve Agricultural Product Quality by the Government,Enterprises,and Farmers
Improving agricultural product quality is one of the key aspects of high-quality and sustainable agricultural development.Since the reform and opening up,the Chinese government has adopted a number of policies to promote the quality improvement of agricultural products,undergoing a policy goal transformation from focusing primarily on quantity safety to balancing both quantity and quality,with quality improvement becoming increasingly important.Currently,the overall quality of agricultural products in China has been effectively guaranteed,but there is still room for improvement.In this process,the collaboration among the government,enterprises,and farmers is crucial.Specifically,government departments mainly play a regulatory and incentive role.The regulatory role focuses on the internalization of externalities in addressing quality risks of agricultural products from enterprises and farmers,while the incentive role concerns incentives for enterprises and farmers to improve the quality of agricultural products.As the main bodies of agricultural production and operation,enterprises and farmers have various relationships in areas such as technology and service support,as well as factor and product transactions.Enterprises mainly promote farmers to improve the quality of agricultural products through two mechanisms,namely support and constraints.
