Rural governance is the foundation of national governance,and rural mobilization is an important way to realize the modernization of rural governance.In the complex field of policy implementation,the procedure of composite rural mobilization has been extracted and summarized from the practice of rural governance.Against this background,it is helpful in fostering closer ties between officials and the general public and realizing the public value of the policy to present its practice scenarios,analyze its operation mechanism,and parse its internal structure.The study finds that the paradigm of composite rural mobilization has been shaped by many factors jointly,including the need to accomplish tasks under the pressure system,the demand to maximize benefits under the orientation of instrumental rationality,the pursuit of balancing administration and self-governance under the principle of effective governance,and the requirement for village officials to act under the"reverse constraints"of resources.In the practice of composite rural mobilization,attention should be paid to the complementary relationship between formal and informal systems,the integration of internal and external resources for the village,and the coordination of Party leadership and villagers'participation.These efforts can enhance the effectiveness of rural mobilization and promote the modernization of rural governance capacity.
