农业科技创新体系综述

指出由于科技创新对经济发展的作用越来越突出，我国农业要实现由传统粗放型向现代集约型转变关键要依靠农业科技创新的支持，因此构建农业科技创新体系具有非常重要的现实意义。构建农业科技创新体系是一个庞大的系统工程，基于科技的产生与供给这条线索，可分为农业科技创新投入、农业科技创新需求、农业科技创新的组织制度和农业科技创新推广4个部分。通过梳理与分析，总结其相关研究得出:农业科技创新投入决定了农业科技创新体系的资金来源，是农业科技创新体系的经济基础，相关研究主要集中在农业科学创新投入的规模与结构、农业科技创新投入的效益及农业科技创新投入的机制上；农业科技创新需求是农业科技创新体系最主要的动力因素，其主体包括农户和农业企业，相关研究也主要从这两个方面入手；农业科技创新的组织制度是农业科技创新的核心，承担着创制科技产品的重任，相关研究的思路基本为在分析现阶段农业科技创新机制存在的问题的基础上，提出构建合理有效的农业科技创新机制的措施；农业科技创新推广是农业科技创新的输出，负责农业科技的供给，研究视角主要集中于模式、推广主体和推广体系等。
Commentary on Agricultural Technology Innovation System
The transforming from the traditional agriculture to the modern agriculture depends on technology innovation. Therefore it is very important to build agricultural technology innovation system. An analysis on articles of agricultural technology innovation system was conducted from four aspects of investment, requirement, mechanism, and application. There were several conclusions as follows: the investment determines capital resource, the related research is mainly concentrated on the scale, structure, income and mechanism; the requirement is the main dynamic factor, the main body includes farmers and agriculture enterprises; the organization is the core of agricultural technology innovation, which takes the responsibility of innovating technology products. The thought of related research is that based on analyzing the existing problems, several countermeasures for constructing reasonable and effective agricultural technology innovation system were put forward; the application is the output of technology innovation, which takes responsible of supply, the research angle is mainly on model, application main body and system.
