摘要
根据《江西统计年鉴》及相关课题调查数据,从经济发展、农村社会发展、人口素质、农民生活质量、农村民主法制建设、资源环境等方面分析了2014年江西省全面小康实现程度和农村全面小康建设存在的问题,主要是农民收入偏低,城乡收入不断扩大;农村养老保障低,农民文化娱乐活动缺乏;农村人口素质不高,农村教育发展滞后;农村公共服务水平低,农民生活质量需要改善;民主法制推广面较广,但实施中面临困难.提出了城乡一体化背景下江西农村同步实现全面小康的建议:努力提高农民收入,提升农民生活质量水平;推进新型城镇化,实现县域经济的蓬勃发展;健全农村社会保障制度,提高农村公共服务水平;推进基层政治体制改革,健全农村民主法制.
Abstract
According to the data in Jiangxi Statistical Yearbook and project investigation,the realization degree of all-round well-off society in rural areas of Jiangxi Province was analyzed from the aspects of economic development,rural society development,population quality,farmers' quality of life,rural democracy and legal system and resource environment.The problems in all-round well-off society in rural areas of Jiangxi Province were as follows:the low income of farmers,the increasing income gap between rural and urban areas,the poor endowment insurance in rural areas,lack of farmer's cultural and recreational activities,low quality of rural population,backward education in rural areas,low rural public service level,difficult extension of democracy and law system and so on.Suggestions were put forward to realize the all-round well-off society in rural areas of Jiangxi Province under the background of urban-rural integration,such as enhancing farmers' income and quality of life,promoting the new-type urbanization,achieving the development of county economy,perfecting the rural social security system,improving the rural public service level,promoting the political system reform,and enhancing the rural democratic legal system.
