摘要
根据烟草行业发展烟农专业合作社的基本要求,结合五莲县烟区发展烟农合作社的历程,分析了烟农专业合作社发展过程中存在的具体问题,提出了“四个统一、三个规范、两个到位、一个拓展”的解决对策,以期通过建立政府深度介入、烟草政策扶持、创新运营的合作社发展模式,促进烟叶生产方式的转变,激活发展动力,推动烟农专业合作社发展.
Abstract
According to the basic requirements of professional cooperative development of tobacco farmers and the tobacco farmers' cooperatives process in Wulian Tobacco Area,problems in the development of professional cooperative service of tobacco farmers were analyzed.Corresponding countermeasures were put forward,such as carrying out "four unities",implementing "three standards",conducting "two thorough executions" and promoting "one extension" in Wulian Tobacco Area,so as to activate development force and to promote the professional cooperatives development of tobacco farmers.Government involvement,policy support and operation mode innovation are proposed as the development strategy of professional cooperative of tobacco farmers.
