控制性详细规划中引入生态设计导引可行性研究

摘要
总结了现行控制性详细规划存在的问题,包括对生态设计的忽视和对相关导引缺乏研究等,对控制性详细规划与生态设计之间的关系进行了分析,指出其存在法律地位、关注焦点、控制方式等区别.在此基础上,利用PEST(宏观环境可行性分析)法,从法律、经济、自然、社会、技术5个方面对控规中引入生态设计导引的可行性进行了研究,结果表明:生态设计导引在原有学科基础上展开会出现太多的要素,不能完全与控规结合,需要进一步甄别和筛选.
Abstract
Problems in regulatory detailed plan were summarized,including the neglect of eco-design and the lack of corresponding guidance.Relationship between regulatory detailed plan and eco-design was analyzed.Their differences in legal status,focus of attention,control mode and so on were pointed out.Based on these,feasibility of introducing eco-design guidance into regulatory detailed plan was researched by PEST method from the five aspects of law,economy,nature,technology and society.Research results showed that there were too much ele ments after the expansion of eco-desigu guidance based on the original subject,.which could not be completely combined with regulatory detailed plan.And further screening was needed.
