摘要
针对我国非营利组织法律定位不明确、缺乏经营性收入、高层次人才短缺的现状,论述非营利组织参与社会保障的具体路径:协助筹集社会保障资金、推动社会保障制度建设、提供社区基本福利和针对弱势群体提供服务,从法律完善、监督问责机制、人才培养和防范失效4个方面对非营利组织参与社会保障的模式进行了探讨,以期为相关研究提供参考.
Abstract
Aiming at the status of non-profit organizations in China including vague legal position, lack of operation income and high level talents, the specific pathways for non-profit organizations to participate in social security were elaborated : raising social security funds, promoting social security system construction, providing basic welfare for community, providing services for vulnerable groups, patterns for non-profit organizations participating in social security were discussed from four aspects of legal perfection, supervision accountability mechanism, personnel training, failure prevention, so as to provide reference for relevant researches.
