摘要

通过分析区域生态环保空间规划的现状及存在的问题,结合重庆市璧山区的生态环境概况,依据区域生态体系构建的总体原则,采用GIS分析方法科学划分了自然生态保留区、生态功能调节区、食物安全保障区和宜居环境维护区4类综合环境功能区和8个亚区,初步构建了全区生态环保空间格局.结果表明,规划期(到2020年)自然生态保留区面积为175.23 km2,占幅员面积的19.15%;食物安全保障区的基本农田数量保持在336.87 km2,占国土面积比例底限为不低于35.00%;宜居环境维护区建设用地规模控制在80.19 km2;明确了研究区各生态环保空间分区的空间“落地”定位.依据其空间分布特征,制订了相应的空间分级管制方案,实现城乡专项规划的全覆盖.

Abstract

Through analyzing status and existing problems in spatial planning of regional ecological environment protection,combining with general situation of eco-environment in Bishan Region,Chongqing City,according to general principle of regional ecological system construction,adopting GIS analysis method,4 categories comprehensive environmental functional zone and 8 subzone were divided,including the natural ecological reserve zone,ecological function regulating zone,food security zone and livable environment protection zone,the regional ecological environmental protection space pattern was established.The results showed that during the planning period (to 2020),the nature reserve zone area was 175.23 km2,accounted for a vast area was 19.15% ; basic farmland in food security area of 336.87 km2,accounted for the minimum proportion of land area not less than 35.00% ; the livable environment protection area construction land scale controlled in 80.19 km2 ; in the study area,the ecological environment protection space "landing" positioning was determined.According to the space distribution characteristics,the corresponding spatial hierarchical control scheme was formulated,so as to achieve full coverage of the special planning of urban and rural areas.
