摘要
论述安徽省生态建设投融资机制现状及缺陷,分析比较了浙江省宁波市和西部草原生态建设投融资机制特点,并借鉴成功经验,结合安徽省自身实际,提出生态建设投融资创新机制:采用BOT模式以及建立专项基金来扩大融资渠道,并配合企业,建立“企业+农民”的生态建设投资体系,以期系统全面地推动生态建设工程,促进社会经济全面转型.
Abstract
The present situation and defects of investment and financing mechanism of ecological construction in Anhui Province was elaborated,the characteristics of investment and financing mechanism of ecological construction in Ningbo City and grassland of western China were analyzed and compared.By referring to the successful experience,combing with reality of Anhui Province,an innovative investment and financing mechanism for ecological construction was proposed:using BOT model and the establishment of special funds to expand financing channels,the ecological construction investment system of "enterprise + farmers" was buih,so as to comprehensively promote the ecological construction project and promote the comprehensive transformation of social economy.
