农业循环经济影响下的农业资源环境保护问题研究

摘要
分析了我国农业资源环境保护存在的立法空缺、制度不足、政策缺陷问题,探讨通过资源环境保护制度的良性架构,发挥政府的宏观性指导作用、法律的主体性保护作用、公益诉讼的关键作用,建立多样化的循环经济模式、设立关于循环经济发展目标的管理机制,使农业资源得以有效分配、使资源压力有效缓解,有效推进社会主义新农村建设.
Abstract
The problems in environmental protection of agricultural resources in China were analyzed,including legislative vacancy,lack of system,policy deficiencies.In order to effectively promote the construction of new socialist countryside,several measures were put forward:constructing resources and environment protection system to give full play to government' s macro guidance role,laws' main body protective role and the key role of public interest litigation; establishing diversified circular economy model and setting up management mechanism about development goal of circular economy to effectively allocate agricultural resources,relieve resources pressure.
