资产建设理论视角下的农村扶贫——以“生态移民”为例

摘要
针对我国农村扶贫开发成本日益增高、返贫人数增加、扶贫效率下降的现状,分析传统的以提供基本生活资料为主的基本生活保障救济模式存在的弊端,以生态移民扶贫开发模式为例,结合资产建设理论与已有扶贫经验,探索新型农村扶贫模式,以期完善符合农村社会发展的、具有可持续性和有效性的扶贫政策.
Abstract
Aiming at the rising cost of rural poverty alleviation,increase of poverty people,decline of poverty alleviation efficiency,the disadvantages of traditional relief mode which mainly provides basic living materials were analyzed.With ecological migrants poverty alleviation development mode as example,combining with asset building theory and experience,a new type rural poverty alleviation pattern was explored,so as to perfect the poverty alleviation policy in accordance with rural social development and with sustainability and effectiveness.
