基于人本发展视角的农业现代化评价指标体系研究

摘要
介绍了农业现代化指标体系研究概况,从发展的视角梳理,指标体系经历了唯“物”论阶段,正逐步向人本发展论过渡,目前以“财富”为中心的指标体系主要缺陷在于对农业现代化内在逻辑缺乏深刻揭示.农业现代化水平应当从实现现代化的“目的”和“手段”两个维度进行考量.该研究采用特尔斐法和层次分析法,借鉴前人的研究,科学合理选取群体指标,构建了以“物”为基础、以“人”为中心的指标体系,体现我国农业发展中的战略因子,在定性研究基础上进行定量分析,确定群体指标权重,建立评价模型.基于人本发展视角的农业现代化评价指标体系的构建可对我国区域农业现代化水平进行准确测度,引导现代农业健康发展.
Abstract
Research situation of agriculture modernization index system was introduced.From the aspect of development,index system went through the stage of materialism,and was now gradually develops to the theory of human-oriented development.At present,the index system with treasure as the center had the major disadvantage of lacking the deep revelation of agricultural modernization.Agricultural modernization level should be examined from two dimensions of objective and means of realizing modernization.By using the method of Delphi Method and Analytic Hierarchy Process,population index was scientifically and rationally selected according to the previous researches.Index system was established with "material" as the basis and "human" as the center,so as to reflect the strategic factors in the development of agriculture.Quantitative analysis was carried out based on quantitative research,in order to determine the weight of population,and to establish the evaluation mathematical model.Construction of agricultural modernization evaluation index system based on perspective of human-oriented development could accurately measure the regional agricultural modernization level of China'and guide the healthy development of modern agriculture.
