三方博弈视角下秸秆产业的政府·企业和农户行为研究

摘要
为促进农作物秸秆的有效利用,从三方博弈的角度对农作物秸秆产业的主体参与者进行研究,构建政府、企业和农户三者之间的序贯博弈模型,对农作物秸秆产业化发展过程中三者之间的博弈策略,以及达到博弈均衡时的条件和结果进行分析.结果表明,农作物秸秆产业中政府需扮演主导角色,企业和农户参与农作物秸秆产业的意愿很大程度受政府补贴影响.农作物秸秆产业的发展需要政府增加对企业和农户补贴力度和政策倾斜,特别是对研发能力强、转化成果多的企业;同时加大对秸秆产品的宣传力度,提高市场认知度.
Abstract
In order to promote the effective utilization of crop straw,the main participants of crop straw industry were researched under the perspective of trilateral game.Sequential game model of government,enterprise and peasant household was established.Game strategies of the three were discussed during the crop straw industrialization process,as well as the result analysis of game equilibrium.Results showed that government played a leading role in crop straw industry; participation willingness of enterprise and peasant household in crop straw industry was greatly affected by the government subsidies.Development of crop straw industry needed the policy support of government and the subsidies to enterprise and peasant household,especially to the enterprises having strong research productivity and many technical transformation results.At the same time,the government ought to intensify propaganda of straw products to improve the market recognition.
