林权抵押法律制度问题与对策

摘要
针对当前我国有关林权抵押在林权权利性质、权利内容、林权登记以及林权保护等方面的法律制度不够完善,影响林权改革深入开展的现状,论述林权抵押法律制度研究的必要性,分析林权抵押法律制度面临的主要问题,提出完善对策,以期通过明确林权权属、完善林权登记、保护程序等措施,保障林业产业化、规范化发展.
Abstract
Aiming at the imperfect legal system of forest right mortgage in aspects of properties,content,register,protection,forest right reform can not be carried out in depth.The necessity of forest right mortgage legal system research was elaborated,main problems were analyzed,and several countermeasures were proposed including clearing ownership of forest fights,improving the registration of forest rights,protecting procedures,so as to ensure industrialization and standardization development of forest industry.
