新型城镇化视角下土地利用总体规划实施评估研究——以江苏省泰兴市为例

摘要
新型城镇化进程中,土地利用规划担负着优化生产、生活、生态空间,保持耕地面积稳定、促进城乡融合发展的重要使命.规划实施评估是判断规划实施效果的重要依据,对规划实施效果进行科学合理评价具有重要现实意义.该研究基于新型城镇化视角,将耕地质量等级、单位建设用地GDP等指标引入到土地利用总体规划实施评估指标体系,对泰兴市土地利用总体规划实施进行评估,为推进土地利用总体规划评估修改机制的建立提供参考.
Abstract
In the process of urbanization,land use planning is responsible for optimizing the production,living and ecological space,maintaining the stability of cultivated land area and promoting the development of urban and rural integration.Planning implementation evaluation is an important basis to judge the effect,scientific and reasonable evaluation on implementation effects has an important practical significance.Based on the perspective of new urbanization,the implementation of general land use planning in Taixing City was evaluated by introducing indicators such as cultivated land quality level,construction land GDP into assessment system,which will provide a reference for promoting the establishment of modification mechanism of the general land use planning evaluation.
