摘要
通过对湖北省典型贫困地区阳新县的调研,全面介绍了当前粮食产能提升存在的障碍因素,主要是农民种粮积极性下降,耕地流转有难度,种粮大户贷款难,新型农业生产经营主体层次低,农业基础设施薄弱,农业科技支撑能力弱,耕地质量下降.为提高贫困地区的粮食生产能力,提出了加强农业基础设施建设、出台金融信贷扶持政策、加大优质稻产业化开发力度、加大新型职业农民培训培养力度、深化农业农村改革、支持粮食生产服务体系建设、加大农村土地流转力度等应对策略.
Abstract
Through investigation on typical poverty area in Yangxin County in Hubei Province,factors restricting grain production increasing in current stage was comprehensively introduced,including decline of farmers' enthusiasm,difficulty in land transfer and loaning,low level of new agricultural production and management main body,weak agricultural infrastructure and scientific support,decline of cultivated land quality.In order to improve grain production capacity in poverty area,several strategies were put forward,such as strengthening agricultural infrastructure construction,introducing financial credit support policy,increasing high quality development efforts,strengthening new professional farmers training,deepening agriculture and rural reform,supporting grain production service system construction,intensifying rural land transfer.
