中观视角下的韩城市中心城区建设用地集约利用评价

摘要
基于韩城市中心城区2012年建设用地利用现状,从中观视角出发,通过基础资料收集、实地调研、数据处理分析,选取评价指标体系,确定指标权重,构建综合评价模型.按照功能区划分依据,划分居住、商业、工业3种不同类型功能区,运用综合评价法测算各功能区的土地利用集约度.结果表明:韩城市中心城区建设用地现状利用方式以集约利用和中度利用为主,占到了评价区总面积的80.34％;低效用地仅占评价区总面积的19.66％;土地集约利用潜力挖潜方向集中在居住用地和工业用地,商业用地潜力较小.根据评价结果,提出了减少农村居民点用地、保护老城区古建筑、工业企业向北部工业园区转移、加大中心城区边缘地带住宅用地的基础设施和公共服务配套建设等提高土地利用效率的对策建议.
Abstract
Based on construction land utilization status in central region of Hancheng City in 2012,from medium-scale perspective,through basic data collection,field investigation,data processing analysis,selecting evaluation index system,determining index weight,the comprehensive evaluation model was constructed.Land use intensive degree of each function area(residential,business and industry area) was measured by using comprehensive evaluation method.The results showed that intensive use and moderate use are main construction land utilization ways in central region of Hancheng City,acounting for 80.34％;inefficient land use only accounted for 19.66％ of total evaluation area;residential land and industrial land had great potential for land intentive use.According to evaluation results,several suggestions were proposed:reducing rural residential land,protecting ancient buildings,strengthening infrastructure and public service facilities construction.
