摘要
基于农村基础设施建设资金不足、经营管理效率低下的现状,论述农村基础设施建设选择PPP模式的必要性,提出基于合理的产权分配、选择合适的合作伙伴、制定合理的PPP管理模式的政策性建议,以期解决现阶段农村基础设施建设资金不足、运营管理低效、决策监督体制存在缺陷的问题.
Abstract
Based on the current status of insufficient fund of rural infrastructure and the low management inefficiency,the necessity of selecting PPP model in rural infrastructure was discussed.Policy suggestions were put forward,such as establishing rational PPP management model,selecting proper cooperative partner,and setting up reasonable distribution of property rights.This research aimed to solve the problems of insufficient fund for rural infrastructure construction at present,low efficiency of operation and management and disadvantages of decision-making and supervision system.
