发展型社会政策下的农村义务教育财政制度探析
Financial System of Rural Compulsory Education under Developmental Social Policy

摘要
随着我国发展步入“新常态”,教育也要紧跟步伐,形成教育新常态.如何改革农村义务教育财政制度成为推动义务教育均衡发展,实现教育公平中亟需解决的问题.通过对2000～2014年农村中小学生均教育经费以及师资队伍状况进行分析,发现我国农村义务教育存在的问题,从发展型社会政策的视角提出相应政策建议,以期为推动农村义务教育发展提供依据.
Abstract
When China's development enters into the new normal,education also needs to keep up with the pace to form the new normal.How to reform the financial system of compulsory education in rural areas has become a problem to be solved in promoting the balanced development of compulsory education,and in realizing educational equality.The per-capita education spending and teaching staff status were analyzed for elementary and middle school students in rural areas.Problems in rural compulsory education of China were found out.Corresponding policy suggestions were put forward from the aspect of developmental social policy,aiming at providing references to promote the development of rural compulsory education.
