江苏省新型职业农民培育问题研究

摘要
新型职业农民是长期以农业生产为职业,有文化,懂技术,会经营的新时代劳动者.当前江苏省处于经济转型、农业发展方式转变的关键时期,新型职业农民已成为推进农业发展方式转变、农业现代化发展和新农村建设的核心力量.研究明确了新型职业农民培育的重要意义,通过调研了解江苏省新型职业农民培训开展的现状及农民的培训需求,提出促进新型职业农民培训工作开展的建议,主要有加强立法保障,加大舆论宣传力度;树立平等职业观念,实行行业资格准入制度;加强对培训工作的监督考核,建立创新流转机制的土地平台;规范土地的流转和使用,建立多渠道的资金筹措体系;保障资金投入和充分尊重农民意愿;合理安排培训要素等.
Abstract
The new type of professional farmers are the laborers of new era who are working in agricultural for their career,and are full of cultural quality,agricultural production technology and the ability to management.At present,Jiangsu Province is in an important period of the economic transition and transforming traditional agriculture to modern agriculture.The new type of professional farmers is the key of transforming agricultural development way,agricultural modernization development and the new rural construction for Jiangsu Province.We should find out the significance of new type of professional farmers cultivation and their demand of training.Corresponding suggestions were put forward to promote the cultivation of the new type of professional farmers,such as strengthening the legislation safeguard,intensifying public propaganda,establishing equal professional idea,implementing industry qualification admittance system,strengthening the supervision and examination of the training,establishing land platform with innovation circulation mechanism,standardizing the land circulation and use,setting up a multi-channel fund-raising system,guaranteeing capital input,fully respecting farmers' willingness,and reasonably arranging the training factors.
