宁波居民食品安全满意度影响因素分析及监管对策研究

摘要
以新的公共管理理论和政府监管为基础,以宁波为例进行调查研究,运用探索性因子分析和结构方程模型深入分析了影响食品安全的主要影响因素,发现宁波居民食品安全满意度总指数(68.67)比较低,居民对添加剂的使用、重金属含量、农药残留、卫生状况、执法力度、政府政策和媒体曝光的满意度较低.在此基础上,提出如下建议:监管部门应借助“互联网+”的思维方式和技术手段,完善宁波市食品安全信息发布平台,提高信息透明度;加大执法力度,推行“互联网+”信息化监管新模式,重点监管食品的质量状况;将群众监督和政府监管有机结合,共同打造“互联网+”食品安全社会共治.
Abstract
Based on the new public management theory and government regulation and taking Ningbo as an example of investigation,the main factors that influence safety by exploratory factor analysis and structural equation model were studied and it was found that:the overall satisfaction index of Ningbo residents toward food safety was low(68.67),the satisfaction of residents on the use of additives,heavy metals,pesticide residues,health status,law enforcement,government policies and media exposure was low.On this basis,following suggestions were proposed:regulators should use "Internet plus" way of thinking and technical means to improve Ningbo City food safety information release platform,improve the transparency of information;strengthen law enforcement,promote the new pattern of "Internet plus" information supervision,focus on food quality supervision;combine the public supervision and government supervision together to create " Internet plus" food safety social cohabitation.
