政府职能角度下设施农业发展的SWOT分析——以大庆市大同区为例

摘要
为研究如何有效发挥政府职能来促进设施农业持续稳定发展,以大庆市大同区为例,根据大同区设施农业现状,运用SWOT方法进行设施农业发展的定性与定量分析;明确了大同区设施农业发展中政府职能(主导职能、宣传职能、协调职能、监督职能和保障职能)的角色定位和调控作用,进一步阐明了政府职能在设施农业发展中存在的问题.并从强化政府职能作用角度出发,提出3项原则和6条对策,从而达到促进大同区设施农业稳步发展的目的.
Abstract
Based on the current status analysis of facility agriculture,qualitative and quantitative analysis of facility agriculture development in Datong District of Daqing City was carried out by SWOT method,so as to effectively exert the governmental function and to promote the sustainable and stable development of facility agriculture.The role and regulation function of governmental function in facility agriculture development were defined.The problems of governmental function were elaborated in the development of facility agriculture.Based on the perspective of strengthening government function,three principals and six countermeasures were put forward,so as to promote the steady development of facility agriculture in Datong District.
