摘要
用地手续办理是我国土地管理中的法律规定，也是工程建设、竣工验收和征迁安置验收的前提条件，更是落实和明晰工程项目用地所有权的重要条件。该研究多角度系统分析了南水北调干线工程建设用地手续办理存在的问题，包括政策法规的衔接和落实问题，技术程序方面的繁锁耗时，以及工程实施过程中的诸多影响因素，有针对性地从政策、技术和实施管理3个层面提出了解决相应问题的对策。
Abstract
Land use formalities is the law of land management in China , and is the premise condition of project construction , completion accept-ance and resettlement acceptance , also is the important conditon for implementation of land ownership and clear project .It is important to imple-ment and clarify the ownership of land for construction projects .Existing problems in land use formalities in the south-to-north water transfer pro-ject trunk line were analyzed from several perspectives, including convergence and implementation of policies and regulations, cumbersome and time-consuming of technical procedures, influencing factors in project implementation process.Accordingly, corresponding countermeasures were put forward from aspects of policy, technique and management.
