摘要
以淮安市为例，对欠发达地区以秸秆和粪便为主的农业废弃物资源化利用工作面临的问题和表现进行分析，结合淮安市实际，从利用体系建设、产品市场化、商品化、监管制度化等方面对破解农业废弃物资源化利用难题提出了思路与对策，以期为欠发达地区农业废弃物资源化利用研究提供借鉴。
Abstract
Taking Huaian City as an example, we discussed in detail the problems and performance of agricultural waste resources utilization (mainly the straw and manure) in underdeveloped areas. Combining with the actual situation of Huaian City, ideas and countermeasures were put forward on how to solve the problem of agricultural waste resources utilization from the aspects of system construction, product marketization, commercialization and regulation institutionalization. This research aimed to provide references for the research on agricultural wastes resources utilization in underdeveloped areas.
