摘要
“村改居”社区是我国城镇化进程中出现的特殊的产物，数量多、情况复杂，基于“村改居”社区治理起步较晚、现阶段的治理方式还处于摸索阶段的现状，从“村改居”的特殊性切入，着重对“村改居”社区治理中的管理体制不顺、自治能力不强，人才匮乏，公共服务落后等方面进行分析，针对治理工作面临的困境提出解决策略，以期解决当前城市治理存在的问题，提升城市公共管理水平、推进城乡一体化建设。
Abstract
Community of reforming from villager committee to resident committee is the product of urbanization in China, which is rich in quanti-ty and has complex situations.However, community control of reforming from villager committee to resident committee had a rather late start. The control method was still at the exploring stage at present.Starting from the specificity of reforming from villager committee to resident com-mittee, problems in community control were analyzed, such as the not smooth management system, poor self-government ability, lack of human resources and backward public service.Based on these, countermeasures were put forward, which solved the existing problems in urban govern-ance, enhanced the urban public management level, and promoted the construction of urban and rural integration.
