摘要
通过对数据进行描述统计，从收入结构、水平和城乡收入差距等方面分析齐齐哈尔市农民收入现状：农民收入中71％由家庭经营性收入构成，工资性收入占比不足，财产性收入仍有提升空间，转移性收入水平偏低；2001～2015年农民收入整体上呈波动增长态势，自2011年起高于全省和全国平均水平，但与省内一些市区相比仍较低；城乡收入绝对差呈现逐年上涨态势，但城乡收入比总体呈下降趋势。运用线性回归方法分析出人均耕地面积、劳动力比重、非农就业人员比重、劳动力受教育水平、农户兼业化程度、生产资料支出、农产品产量、能否上网这8个因素对农民收入影响显著。基于以上分析，提出了推进适度规模经营、调整农村产业结构、完善农村金融体系、加大农业补贴力度、开展农民技能培训等提高农民收入的对策。
Abstract
This paper analyzed the status of farmers’ income in Qiqihar City from the aspects of income structure and the income gap between urban and rural levels:71% of farmers’ income consists of household business income, wage income has great potential for growth, property in-come still has room for improvement, metastatic income level is low;during 2001-2015, farmers’ income has been increasing, but with fluctua-tion, and it has been higher than the provincial and national average since 2011, but still lower than other urban areas in the province;absolute deviation between urban and rural income rose year by year, while the urban-rural income ratio decreased with fluctuation.In terms of the fac-tors, it came to the conclusion by utilizing the method of linear regression analysis, that arable land per capita, the proportion of the labor force, the proportion of non-agricultural employment, education level of workforce, farmers of concurrent-business, production expenses, farm yield, whether access to the Internet, these eight factors have significant influence on farmers’ income.Based on the above analysis, it proposed several suggestions like promoting the scale management appropriately, adjusting the industrial structure in rural areas, improving the rural financial sys-tem, raising agricultural subsidies and carrying out agricultural skills training.
