摘要
分析了黄土高原地区高标准基本农田建设存在的问题，主要是缺乏对黄土湿陷特性的分析、职能部门建设不协调、农民建设高标准农田的积极性不高、缺少对国土资源部门的激励机制、农田道路建设困难。对此，提出了推行节水灌溉、促进资源共享、发展规模化经营、创新激励机制、精简田间道路等推进黄土高原地区高标准基本农田建设和农业产业化升级的对策建议。
Abstract
The existing problems in the construction of high standard basic farmland in the Loess Plateau were analyzed , including lack of analy-sis on loess hydrocompaction characteristic, inharmonious functional departments construction, low enthusiasm of farmers to build high standard farmland, lack of incentive mechanism for land resources department , difficulties in farmland road construction.Several countermeasures for pro-moting high standard basic farmland construction and agricultural industrialization upgrading in the Loess Plateau were proposed: implementing water-saving irrigation, promoting resource sharing, developing large-scale management, innovating incentive mechanism, streamlining field roads.
