设立“彩票保单”推进政策性农业保险探索

摘要
2007年政策性农业保险在我国多个省份试点实施，虽然取得了一些成绩，但仍存在着参保、承保双方积极性均不高的现象。该研究深入分析政策性农业保险中参保户与承保公司双方因素，借鉴彩民购彩心理，建议设立农业保险彩票，探索出“彩票保单”产品模型以改变政策性农业保险销售模式，为政策性农业保险的推进提供一些新思路。
Abstract
In 2007, policy-oriented agricultural insurance was pilot implemented in many provinces and made some progress.There are still problems such as the low enthusiasm with both the insured and insurer.This paper makes a profound analysis on the insured people and insurance company.Learning from people’s mentality on buying lottery, this paper suggests to establish agricultural insurance lottery and change the way of selling policy-oriented agricultural insurance by a product like “Lottery Policy”.This paper aims to provide some new perspectives in promoting policy-oriented agricultural insurance.
