摘要
针对陕西省城镇化进程中存在的农村生态环境问题突出、土地资源利用粗放、乡镇工业污染加剧、城镇周边污染加重等问题，分析城镇化进程阻碍因素，提出完善农村环境保护立法、强化农村环境保护监管、合理规划城镇化建设工作、加快农村环保基础设施建设、树立新型农村环境保护理念的建议，旨在引导环境资源合理使用，更好地推进陕西省城镇化建设。
Abstract
There were several problems in the urbanization process of Shaanxi Province, such as prominent problems of the rural ecological environment, extensive use of land resources, aggravate pollution of rural industry, serious pollution around the townships.Obstructive factors during the urbanization process was analyzed.Suggestions were put forward, such as analyzing the obstructive factor of urbanization process, perfecting the legislation of rural environment protection, strengthening the rural environmental protection regulation, rationally planning the urbanization construction work, accelerating the infrastructure construction of rural environmental protection, and setting up new-type rural en-vironmental protection concept.This research aimed at guiding the rational use of environmental resources, and better promoting the urbaniza-tion construction in Shaanxi Province.
