摘要
规划的分立有其历史必然性和阶段合理性，但面对现存规划，尤其是空间规划之间存在的内容重复、管控交叉、实施困难等问题，规划无论从技术层面还是效用发挥方面，都对融合具有迫切性。总结了上海、广州、重庆等地“多规融合”的实践经验，深入解析了“多规融合”的相关要点，提出了“一本规划、一张蓝图、一套体系、一个平台”的“多规合一”目标模式以及相关建议。
Abstract
Multiple plans separation was existence in historical necessity and with reasons.In the face of existing plans, especially spatial planning, there are many problems like content repetition, control crossover, implementation difficulties.All of those induce the urgency of multiple plans integration, no matter the urgency from technology or utility.The experiences of Shanghai, Guangzhou, Chongqing in multiple plans integration were summarized, key points were analyzed, mode of “One Plan, One Map, One System, One Platform”and suggestions were proposed.
