摘要
首先，运用框图法梳理土地利用、土地管理领域的各级规划，界定土地储备规划概念，分析其在整个土地规划体系中的作用。其次，在研究福清市2016年度土地储备计划编制的基础上，借鉴上海、广州等地土地储备规划的编制规程，运用框图法和文献综述法，从规划形势策略定位和指导方针确定、规划指标配置、规划实施保障措施3个方面系统阐述土地储备规划编制的基本框架。
Abstract
First,using block diagram to sort out the planning of land use and land management,define the concept of land reserve planning and analyze its role in the whole land planning system.Second,on the basis of studying land reserve planning of Fuqing City in 2016,by referring to Shanghai,Guangzhou and other land reserve planning,using block diagram and literature review method to elaborate basic framework of land re-serve planning from three aspects:strategic positioning of planning situation,determination of guidelines,planning index allocation and safeguard measures of planning implementation.
