摘要
以2015年国庆大阅兵期间空气质量保障为例,阐述了重大活动期间北京市空气质量分析的技术体系,北京市监测中心在国内首次建立了规范的空气质量综合观测组织体系和科学的措施效果评估方法体系,所获得的数据及其研究结果具有代表性、完整性和综合性。评估方法为基于大数据的观测评估和先进的模型评估相结合,综合各类监测数据及模拟数据,方法可信可行,不确定性更低,对减排措施的环境改善效果展开评估,目标是剔除气象条件等外在因素对空气质量造成的影响,相对客观准确地评估保障措施-污染物排放规模下降-污染排放量削减-空气质量改善之间的内在定性定量关系。
Abstract
The technical system of air quality assurance in Beijing during major activities in 2015 was elaborated based on the lesson of the pa-rade on the 70th Victory Memorial Day for the Chinese People's War of Resistance against Japanese Aggression(Sept.3 military parade).Bei-jing monitoring center established a comprehensive observation system and scientific evaluation system based on the obtained data and research results for the first time in China and the obtained data were representative, complete and comprehensive.Integrating all kinds of monitoring data and simulated data, the method was reliable and feasible, lower uncertainty.The goal was to eliminate meteorological conditions, and other external factors affecting the change of air quality for the evaluation of emission reduction measures.It was relatively objective and accu-rate to assess the measures of pollutants emissions reduction-decrease of emissions–improvement of the air quality qualitatively and quantita-tively.
