摘要
介绍了黔西南烟区烟农专业合作社发展历程以及取得的成效，分析了当前建设中期存在的问题，主要是烟农参社热情不高，合作社人员素质有待提升，政策优惠范围不清，专业化服务开展难度大，多元化经营业务拓展难等，提出了建立健全管理规章制度、突出运行管理、强化技能培训、推行工序化作业、提高专业化服务水平、加强监督管理、积极探索多元化经营等对策与建议，为烟农合作社发展交流提供参考。
Abstract
The development process and achievements of tobacco growers’ professional cooperatives in Qianxinan Prefecture were introduced,the existing problems were analyzed,including farmers’ low enthusiam to participate in cooperatives,low personnel quality,fuzzy preferential policy range,great difficulty to carry out professional services and diversified business.Accordingly,several countermeasures and suggestions were pro-posed such as establishing and perfecting management rules and regulations,highlighting operation management,strengthening skill training,im-plementing process operation,improving professional service level,strengthening supervision and management,actively exploring diversified busi-ness,which can provide a reference for development and communication of tobacco growers ’ professional cooperatives.
