基于内生社会组织的农村社会治理主体创新--以广州市中新镇农村社会工作服务为例

摘要
礼法平衡和基层分权是农村社会治理要解决的关键问题。当前农村社会治理实践以外部力量推动为主、缺乏本土性主体的参与，从而导致了农村社会服务成效不持久。该文基于广州市中新镇农村社会工作服务经验，提出以内生社会组织培育作为推动农村社会治理变革的思路，在剖析内生社会组织成为农村社会治理主体的契机和作用机理的基础上，结合项目的3个典型内生社会组织案例，总结培育内生社会组织的可能路径。
Abstract
Legal balance and power separation at grass-roots level were the key problems to solve the rural social governance .At present, prac-tice of rural social governance was mainly promoted by external force .Lacking the participation of local main body led to the short-time efficiency of rural social service.Based on the experience of rural social work service in Zhongxin Town of Guangzhou City , cultivation of endogenous social organization should be used to promote the reform of rural social governance .By dissecting the opportunity and mechanism for endogenous social organization becoming the main body of rural social governance , the possible routes to cultivate endogenous social organization were summarized according to the three typical cases of endogenous social organization .
