摘要

利用西藏山南市所辖气象站1981—2013年逐日降水量、2013年山南市12区县灾情数据以及山南市1∶25万河网、植被、高程等地理信息数据,综合分析山南市干旱致灾因子危险性、孕灾环境敏感性、承灾体易损性、防灾减灾能力等风险因子,探讨山南市干旱灾害综合风险区划。结果表明,山南市干旱灾害高风险区主要位于沿雅鲁藏布江中游的贡嘎、扎朗、乃东、隆子西南部;次高风险区位于山南西部浪卡子大部、加查大部以及南部隆子主体;中等风险区主要落区在沿江一线的桑日、曲松、琼结、措美大部、洛扎西部、错那县北部;次低或低风险区位于琼结与浪卡子交界处、洛扎县东南部、错那县。

Abstract

Using daily precipitation of Shannan from 1981 to 2013, disaster data of 12 counties in Shannan city in 2013, and Shannan 1:25 million river network, vegetation, elevation and other geographic information data, the risk factors of drought-related factors such as the risk factors of drought disaster, the environmental sensitivity of disaster, the vulnerability of disaster-bearing body and the ability of disaster preven-tion and reduction were analyzed synthetically, and the comprehensive risk zoning of drought disaster in Shannan was discussed.The results showed that the high risk area of drought disaster in Shannan was mainly located in the southwest of Gonggar , Zhalang, Naidong and Longzi in the middle reaches of the Yarlung Zangbo river;the second highest risk area was located in most of Langkazi, most of Jiacha and all most of Longzi;the moderate risk area was mainly located in the Sangri, Qusong, Qiongjie of Yarlung Zangbo river, most of Coumei, west of Luozha, north of Cuona County;the sub-low or low-risk areas were located in the junction of Qiongjie and Langkazi , southeast of Luzha County and the of Cuona County.
