摘要
基于2009—2014年重庆市九龙坡区土地变更调查数据，分析各地类变更调查反映的问题，主要是地方行政审批不完善或执行不力，技术底库与实际有偏差，地方性用地政策与国家用地管理平台不一致，变更调查经费与工作不同步。并提出对应的解决办法：尽快出台或完善相关政策，加大用地审批和监管力度；尽快开展第三次土地调查，补充完善“二调”成果；统一变更调查经费采购，缩短地方经费筹措时间。
Abstract
Based on 2009-2014 land change survey dates of Jiulongpo district, and analyse the problems of different land change survey, such as local approval was imperfect or poorly enforced,technology basic library was deviated with the actual, local land use policies were dif-ferent with national land management platform,money and work of change survey were not synchronized.The countermeasures on the problem were put forward,such as introduce or improve relevant policies as soon as possible,increasing land examination and approval and supervision, as early as possible to carry out the third land survey, complement the adjusted results,unified change purchasing survey costs, shortening the time of local financing.
