摘要
以四川省仪陇县为例，解析了丘陵山地区高标准农田建设目前存在的主要问题：原有田间基础设施薄弱；现有丘陵山地区高标准农田建设技术体系不健全；土地权属调整困难；新建项目区耕地质量不均衡，农业面源污染风险增加；建后管护机制不健全。提出了解决对策：从政治保障、经济支撑、科技带动等多方面着手，进一步优化布局、完善公众参与机制、形成合力，实现高标准农田建设预期战略目标。
Abstract
With Yilong County of Sichuan Province as an example, the major problems in the construction of high-standard farmland in hilly and mountainous region were analyzed.The original field infrastructure had weak foundation; the existing construction technology system in hilly and mountainous regions was not perfect; it was difficult to coordinate the land ownership.The soil quality of new area was unbalanced with increasing risk of agricultural non-point source pollution.The final management mechanism was not perfect.To solve these problems, we should start from the aspects of political security, economic support, technology driven and so on.The layout should be further optimized, and the mechanism for public participation should be improved .We could realize the strategic goal of high-standard farmland construction by form-ing resultant force.
