摘要
以对四川泸县农村宅基地制度改革试点的调研为基础,分析了目前农村宅基地审批制度中存在的问题,提出了相应的对策建议:要根据农村实际情况,将农村宅基地分为农村建房用地和附属设施用地,强调村庄规划在宅基地审批中的引导作用,明确界定“农村村民”和“户”并创新和完善宅基地取得制度,提高宅基地审批的行政效率,规范和强化对违法用地行为的执法和监管.
Abstract
This paper is based on the investigation of reform of rural homestead system in Lu County,Sichuan Province.It analyzes the current problems existing in the examination and approval system of rural homestead,and put forward corresponding suggestions:according to the actual circumstance of rural,rural housing land can be divided into rural land for building and affiliated facilities land,emphasize the guide role of village planning in land examination and approval,and define rural villagers and family,innovate and improve the rural homestead system,improve the administrative efficiency of the land examination and approval,regulate and strengthen the illegal land use law enforcement and supervision.
