基于就业创业素质提升的河北省农村劳动力培训模式研究

通过大量实地调研,对农村劳动力开发的制度设计、实施过程及效果进行了深入了解和分析,发现河北省农村劳动力开发体系不健全,不能与时俱进,没有把农民培训目标与当地的产业结构调整有机结合,培训内容也没有按照市场需求进行设置,导致出现农村劳动力供求结构性矛盾.为此,需构建一个能有效促进河北省农村劳动力就业创业素质提升的培训体系,从供给侧管理的角度,科学界定培训主体、培训客体以及依据不同的区域、产业、开发目标而构建的政府主导型、园区依托型、科研示范型、合作组织型等多种培育模式,实现因地制宜、有效开发劳动力的目的.
Abstract
Through a large number of field research,this paper made an in-depth understanding and analysis of the system design,implementation process and effect of rural labor development.It was found that the development system of rural labor force in Hebei Province is imperfect and not advancing with the times,farmer training target and local industrial structure adjustment has not been organically combined,and training content is not set in accordance with market demand,which result in the structural contradiction between supply and demand of rural labor force.Therefore,it is necessary to build a training system that can effectively promote the employment and entrepreneurship of rural labor force in Hebei Province,scientifically define the subject and object of training,and establish government led,park based,research demonstration,cooperative organization,and other types of training model according to the different regions,industries,development goals from the perspective of supply side management,in order to develop labor force effectively and efficiently.
