摘要
基于对皖北地区农村闲置宅基地退出试点的调研,分析了宅基地闲置问题产生的原因,探讨了闲置宅基地退出的制约因素,提出了建立闲置宅基地退出机制的对策建议:加快试点地区改革,由点到面,最终推动修法;加强宅基地退出的体制机制建设;加强规划管理和引导,增强规划区的吸引力.
Abstract
Based on the investigation of the rural idle homestead exit in the Northern Anhui, the causes of the idle problem in the homestead were analyzed, the restrictive factors of the idle homestead exit were discussed, the countermeasures and suggestions were put forward to establish the idle homestead exit mechanism:speed up the reform of the pilot areas, from point to surface, and ultimately promote the law modification;to strengthen the construction of the institutional mechanism of homestead withdrawal;strengthen planning management and guidance to enhance the attractiveness of the planning area.
