上海场地土壤环境调查现状及建议

摘要
在综合分析发达国家场地土壤环境调查的基础上,结合上海市的土壤环境调查现状,提出相关调查建议,包括由上海政府成立专门的政府基金负责场地土壤环境调查,从企业停产后接管后续的土地拆迁、平整、场地调查、土壤修复等过程;重新梳理土地复垦流程,增加复垦前后的场地土壤环境调查;简化初步调查取样过程;建立上海场地污染数据库,对场地土壤环境进行质量分级.
Abstract
Based on the comprehensive analysis of the experience of developed countries in the field of soil environment, combined with the current situation of Shanghai, some suggestions were proposed, which including set up a special government fund for the soil environmental survey by the government of Shanghai, the government take over the following land demolition, leveling, survey, soil remediation from the enterprise stopped production;the process of land reclamation should be recognized, and the soil environment should be surveyed before and after reclamation;simplify preliminary survey sampling process;establish the Shanghai site pollution database,grade soil environmental quality.
