摘要
经济社会发展的新常态和资源环境紧约束迫切需要实施建设用地总量和强度的双控行动.从建设用地规模和强度双控的概念和内涵引申,建立“目标-策略-机制”的逻辑框架,并从上海市的实践出发,研究了双控的政策路径和实施策略,旨在为同类城市提升国土空间治理能力提供经验参考.
Abstract
Economic and social development of the new normal and tight constraints of resources and environment is in an urgent need to implement the scale and intensity dual control action of construction land.This paper established logical framework of "target,strategy and mechanism"and studied the path and implementation strategy of the dual control policy learning from the practice of Shanghai,in order to provide reference for enhancing the ability of spatial administration to other cities.
