中国环境统计制度改革框架和路线图研究

摘要
在回顾中国环境统计制度发展历程的基础上,识别出现阶段存在的法律法规制度建设滞后、配套管理制度尚不健全与监督机制严重缺失3个方面的问题,并在深入分析用户与体制2方面需求后,提出了中国环境统计制度建设的5个目标,即形成具有较高独立性、现代化和专业化、高效和及时性的环境统计体系.最后,根据近期与远期的需求,详述了中国未来环境统计制度的主要任务和改革路线图.
Abstract
On the basis of reviewing the development of China's environmental statistics system,some problems were identified,such as the lag of the construction of laws and regulations,the imperfect management system and the serious lack of supervision mechanism.By analyzing the need of user and system,the goal of China's environmental statistics system was put forward,that was forming an environmental statistical system with high independence,modernization and specialization,efficiency and timeliness.Finally,according to the recent and long-term needs,the main tasks and reform roadmap of China's future environmental statistics system were described.
