摘要
简述了南非土地制度的演变历程,概括了其土地改革的基本方针,总结了其农地流转中存在的问题主要体现在白人农场主的抵制、政府资助不足、前黑人部落对土地的实际控制.分析了南非农地流转的经济效益、社会效益和生态效益,在此基础上探讨了南非农地流转效益促进对我国的启示.
Abstract
This paper analyzed the evolution of the land system in South Africa, summarized the basic principle of land reform and the problems existing in the farmland transfer, mainly embodied in the resistance of the white farmers, insufficient government subsidy and actual control of the former black tribe on the land.This paper analyzed the economic, social and ecological benefits of farmland transfer in South Africa, on this basis, the enlightenment of South Africa's agricultural land transfer benefits was discussed to China.
