明确了耕地地类改造的范围、改造潜力影响因素和评价方法,同时分析了耕地质量等别提升改造潜力的评价方法、评价过程.探讨了耕地提质改造的政策可行性、经济可行性、技术可行性、群众意愿,从而提出了耕地提质改造保障措施,建议完善政策调控措施,加强经济调控手段,强化技术支撑能力,充分调动群众的积极性.
