摘要

以博弈论原理为基础,提出一种能够使整个动态博弈及其所有子博弈都构成纳什均衡的方法,即“子博弈完美纳什均衡”,用来实现用水部门在最大程度上满足自身利益的情况下,能够达到整个区域水资源的最优开发利用.以响水地区水资源规划为例,建立响水地区基于水资源综合效益的博弈配置模式,并进行实证研究,计算出各用水部门的效益及其最终分配水量.在各部门非合作背景下,以经济、社会、生态所产生的效益、费用为基本因素,确定该地区综合效益达到最大的水资源优化配置模型,分析计算结果相对合理.

Abstract

Based on the principle of game theory,put forward a way to make the whole dynamic game and all of its children game constitutes a Nash equilibrium method,namely "sub game perfect Nash equilibrium",used to implement the water sector in the largest extent,meet their own interests,also can achieve the optimal utilization of regional water.Taking the water resources planning in Xiangshui region as an example,a game allocation model based on the comprehensive benefit of water resources in Xiangshui was established,and carried on the empirical research to calculate the benefit of each water use department and the water quantity that was finally allocated.In departments of cooperation background,the economic,social and ecological benefits and expenses were the basic factors to determine the region's comprehensive benefit of water resources optimal allocation model,the analysis and calculation results were relatively reasonable.
