摘要
近几年,随着集约节约利用土地及大力发展新农村建设等要求的提出,上海市各部门相继开展了小城镇发展试点、农村宅基地置换及城乡建设用地增减挂钩、农村土地综合整治等,分析不同农村居民点整理模式以及整理机制,并从工作机制、财政投入、产权、退出机制等各方面提出了相关建议.
Abstract
In recent years,as the proposition of the intensive and economical utilization land and developing the new rural construction,Shanghai municipal departments carried out the pilot,the replacement of house-site in the countryside and link the increase and decrease of urban and rural construction land,the comprehensive improvement of the rural land etc..Consolidation model and mechanism of the rural residential areas were analyzed,and related suggestions were put forward from the following aspects:working mechanism,financial investment,property rights,the withdrawal mechanism and so on.
