摘要
以泉州市为例,从资源环境承载力、现有开发密度和发展潜力3个方面构建指标体系,对泉州市主体功能区进行了划分,进而以乡镇土地利用规划为底图,叠加地形图等相关图件,考虑泉州市“十三五”经济社会发展规划等规划,探讨了主体功能区战略指引下的城镇发展、农业生产以及生态保护空间划分.结果表明:泉州市优化开发区为鲤城区、丰泽区;重点开发区包括了石狮市、晋江市、洛江区、泉港区、南安市、惠安县以及永春县、安溪县、德化县等的部分乡镇;其余为重点生态功能区;城镇发展空间主要集中在优化开发区、重点开发区,农业生产空间为部分重点开发区,生态保护空间主要布局在重点生态功能区.
Abstract
Taking Quanzhou,Fujian Province as an example,from the resource environmental bearing capacity,existing development density and development potential,an index system was built to divide the major function oriented zoning of Quanzhou.Then used the villages and towns land use planning,suporposition of topographic map and other related datum,such as economic and social development planning,this paper discussed the urban development,agricultural production and ecological protection space division under the major function oriented zoning.The results showed that:The optimal development zones include Licheng and Fengze;the major developing regions include Shishi City,Luojiang District,Jinjiang City,Quangang District,Nan'an City,Hui'an County,and part of towns of Yongchun,An'xi,Dehua County;the rest as the key ecological function areas;urban development space mainly concentrated in the optimal development zones and the major developing region,agricultural production space concentrated in some major developing region,ecological protection space main layout in the key ecological function areas.
