广东省农村综合改革的创新实践与思考——以揭东区为例

摘要
通过座谈会、收集资料、实地考察、暗访等多种形式调研,阐述了广东省揭阳市东区开展农村综合改革的背景,总结了其在农村基层治理体制、农村经营管理制度以及新农村建设与新型城镇化建设等方面改革的做法及成效,重点凝练出揭东区地方政府开展农村综合改革创新的主要亮点以及在其他地区推广的经验与启示,分析了其在土地确权、“三资”平台建设以及法律服务体系建设中存在的问题,并针对这些问题提出了相应的对策建议.
Abstract
By holding seminars,data collection,site visits,unannounced visits and other forms of research,the background ot carrying out the comprehensive rural reform in Jiedong district in Guangdong Province was described,and its practice and effects in rural governing institution,management and operation mechanism and new rural and new-type urbanization construction were summarized.Then it pointed out the main highlights and experiences to provide a reference for other regions,put forward some corresponding countermeasures and suggestions which were based on the analysis of the existence problems on rural land rights,"joint venture platform" construction,legal services system construction and so on.
